Kate McGavin, Chief Strategy & Policy Officer (Jobshare)
Kate is Chief Strategy & Policy Officer at the National Wealth Fund, (formerly UK Infrastructure Bank), job-sharing with Helen Williams. They joined UKIB shortly after it opened its doors in Summer 2021 as part of the founding team to establish the Bank and are responsible for leading the policy, strategy and comms teams.
Kate joined the Bank after a 20 year career in the Civil Service. She spent a decade as a senior civil servant in various strategy and policy roles, including leading on UK governance and devolution in the Cabinet Office during Brexit and Covid. She was previously responsible for sponsoring the creative and cultural sectors, leading relations with a range of arms’ length bodies including the Arts Council and British Film Institute. She also has experience of leading regulatory policy in the media sector, having led the government’s engagement on the Leveson Review, sponsorship of Ofcom and reviews of Channel 4 and other public service broadcasters as well as developing digital infrastructure policy.
Kate is also an independent governor on the board of the University of the Creative Arts.
